The cross section for the production of omega mesons in proton-proton colli
sions has been measured in a previously unexplored region of incident energ
ies. Cross sections of sigma = (7.5 +/-1.9) mub and sigma = (30.8 +/-3.4) m
ub (with 20% systematic uncertainties) were extracted at epsilon = 92 MeV a
nd 173 MeV excess energy above the omega threshold, respectively. The angul
ar distribution of the omega at epsilon = 173 MeV is strongly anisotropic,
demonstrating the importance of partial waves beyond pure s-wave production
